Planning Board Meeting Minutes for Thursday March 9, 2017

  • Open meeting and take attendance. Members present:

  • Hume Site Plan Review
  • Review letter from ZBA – regarding their need for further review.
  • Maggie and the board drafted a letter letting them know that we will proceed on our required timeline.  Maggie will send the letter to the ZBA.
  • Karen Allen read her letter on her concerns regarding the camp operation and construction at Hume.  Especially the condition of Cronk road.  Karen notified the board of the recent accident on Cronk road where the driver ended up in her side yard. A nearly yearly occurrance. Allen expressed concern that the traffic and the noise from the camp will impact her property value.  Allen also questioned about construction noise coming from the camp direction was loud on 3/8 (likely logging at abutter to Hume—was not Hume).
  • Maggie read the letter from Bettina Schwartz and Mark Firth on their concerns on the Hume operation and construction.  Especially the condition of Cronk Road
  • Maggie read the letter from Joan Roland request for lower speed limit, extra signage and police presence
  • Jeff Purvis – expressed concern over traffic on Cronk Road.  Is it possible to maintain Chestnut Hill Road for year round use?  Jeff asked about the plan for the RV park across from his house.
  • Ira Kaplin – Representing Bettina Schwartz – question of legal interpretation.  Should the activities be viewed as a camp or as a religious use?  Suggest the required narrative be submitted.
  • John Szablowski – Hume is willing to work with the town on signage, and other options.  John will help address the concern over the large snow pile.  John reiterated that all activities are religious in nature.  
  • Stephen – discussed concern over the request of the parking waiver of the 3-1 requested 5-1.
  • Maggie – need to have the narrative for the offsite effects
  • Jeff Purvis – concern over the lights at the maintenance shed.  Need to confirm that the lighting is as specified.
  • Karen Allen – Concern over is there is an upper limit that the board can control as expansion goes on.
  • John suggested getting input from some of the other neighbors.

        Discussion on:
                Should the planning board be preparing a master plan?
                All the income to the town comes from property taxes and the concern that that is contributing to residents hardship and leaving the town.
